The City of Cooper City is continuing its investment in reliable infrastructure with a Water Service Line Replacement Project in the Flamingo Townhomes Phase 5 community. Work is scheduled to begin Monday, August 17, and is expected to take approximately six months to complete.

The project is part of the City’s ongoing Capital Improvement Plan and represents a proactive effort to replace aging water service lines and related utility infrastructure. The City identified portions of its water distribution system where existing service lines require replacement and has established a multiyear program to address these improvements.

Investing in Reliable Infrastructure

Many of the existing water service lines in the project area were installed between the 1980s and early 2000s and are constructed of polybutylene, a material known for its susceptibility to cracking, leakage and premature failure.

Replacing these aging lines before they fail will help strengthen the reliability of the City’s water distribution system while reducing the potential for leaks and unplanned service disruptions in the future.

The work in Flamingo Townhomes is part of a larger, multiyear City investment in water infrastructure. In June, the City Commission approved up to $500,000, for Fiscal Year 2026, to support water service line installation, restoration and replacement in Flamingo Townhomes and other neighborhoods. Funding for the improvements is programmed through the City’s Capital Improvement Plan.

In addition to water service lines, the approved scope provides for work involving water meters, meter boxes and other components of the water distribution system. Restoration of asphalt, sod and landscaping affected by the work is also included.

What Flamingo Townhomes Residents Can Expect

Construction is scheduled to begin Monday, August 17, with crews working through the community over approximately six months. Work will generally take place Monday through Friday, between 8 a.m. and 4 p.m.

Communication with residents will be an important part of the project. As work gets underway, the City team will make its way through the project area to place an initial door hanger at each property where work will occur, providing residents with information about the upcoming improvements.

When work reaches an individual property, water service will need to be temporarily shut off for approximately one hour to allow the service line work to be completed.

Before water service is shut off, the City’s contractor will knock on the door to notify the resident of the work and temporary interruption. If no one answers the door, the contractor will leave a door hanger providing notice that work is taking place.

While the project will require brief interruptions to water service at individual properties, these temporary impacts are necessary to complete an important long-term improvement to the City’s water infrastructure.

Where Work Will Begin

The project map, below, provides an overview of the Flamingo Townhomes Phase 5 project area and identifies where crews are set to begin.

The project area is highlighted along the east side of South Flamingo Road, extending south from SW 49 Street to Michael D. Riordan “City Mike” Park. A marker near the northern end of the highlighted area identifies the project starting point.

Residents should keep in mind that the project will progress through the community over the coming months. Work occurring in one portion of the neighborhood does not mean that all properties will experience water service interruptions at the same time.

The City appreciates the patience and cooperation of Flamingo Townhomes Phase 5 residents as this important capital improvement moves forward.
